Sir,
I have the honour to request that I may be informed for future guidance as to the regulations which govern the grant of leave to the Private Secretary and the Aide-de-Camp of His Excellency the Governor.

I enclose a copy of the Auditor's letter
No.63 of 15th June to the Colonial Secretary.

According to an advance warrant signed by H.E. the Officer Administering the Government, which has been passed to this department for filing, it is observed, that an advance of salary for 4 months' full pay leave from 24.6.28 to 23.10.28 at £300 p.a. £100 at 2/04 = $969.70 has been made to Mr.B.R.Forster, the Private Secretary to H.E. the Governor.

4. I have always understood that the Private Secretary and Aide-de-Camp were purely private servants
of the Governor, and as such were not entitled to draw
any emoluments from the public funds of the Colony when
once they ceased duty.

Mr.B.R.Forster will have served as Private
Secretary 2 years and 8 months and it is proposed to grant him 4 months full pay leave. This generous and,
to my mind, unauthorised treatment contrasts strongly
with the policy of the Government as indicated by its
recent attitude with regard to the grant of leave to
officers on the temporary staff. In this connection I
would refer you to the Auditor's letter No.63/84 of
20.1.28 and the correspondence enclosed therein.
